The Turkish KKDIK Regulation (full Turkish name: Kimyasalların Kaydı, Değerlendirilmesi, Izni ve Kısıtlanması, i.e., "Registration, Evaluation, Authorisation and Restriction of Chemicals"), also known as "Turkey REACH", is a comprehensive chemical regulation enacted by Turkey on June 23,2017, and officially implemented on December 23,2017; its enforcement and supervision are carried out by the Ministry of Environment, Urbanization and Climate Change (MoEUCC).
According to Turkey's KKDIK Regulation: Any chemical substance with an annual production or import volume of 1 ton or more within Turkey must complete KKDIK registration with MoEUCC; otherwise, it shall be prohibited from being produced, imported, or sold in the Turkish market.

For Chinese enterprises exporting chemical products to Turkey, 2026 is a pivotal year for compliance with Turkey's KKDIK regulations.
According to the latest regulations issued by Turkey's Ministry of Environment, Urbanization and Climate Change (MoEUCC), all relevant enterprises must complete their KKDIK temporary registration by September 30,2026, and their formal registration for capacities of 1,000+ t/a must be completed by December 31,2026. More urgently, after September 30,2026, enterprises that do not hold a registered number will be unable to conduct compliant trade in Turkey.
KKDIK Registration Eligibility: Which chemical substances are required to be registered?
In the following cases, chemical substances must undergo KKDIK registration:
l Chemical substances for which the annual production or import volume into the Turkish market is ≥1 ton
l Among the pharmaceutical products marketed in Turkey, those containing chemical components with an annual production or import volume of ≥1 ton.
l Among products being introduced to the Turkish market, those containing intentionally released chemical substances, with a total annual quantity of ≥1 ton.

l Importers within Turkey
l The sole representative designated by manufacturers outside Turkey (Only Representative, OR)
What are the consequences if a company does not register with KKDIK in Turkey?
After September 30,2026, enterprises that do not hold a KKDIK temporary registration number or formal registration number will face the following:
Export of controlled chemicals to Turkey is prohibited.
Risk of cargo seizure by Turkish Customs
May be subject to penalties for non-compliance (in accordance with Turkey's environmental protection regulations).
Loss of established Turkish customer relationships and market share
For enterprises with sustained export demand, failure to comply will result in direct losses in the Turkish market; therefore, you must complete compliance procedures before the deadline.
This regulation sets the entry requirements that Turkish chemical importers must meet. Any foreign enterprise exporting chemicals, chemical-containing formulations, or products to Turkey is required to comply with the corresponding KKDIK requirements; products that fail to complete the compliance registration cannot pass customs clearance in Turkey. For countries such as China that export chemical products or consumer goods to Turkey, completing the KKDIK compliance process in advance is a necessary prerequisite for entering the local market.
